INNOVACT together with Universidad del Carchi (Ecuador) and Universidad Marianas (Colombia), with the support of the Ecuador-Colombia Border Binational Observatory and the Center for Regional Euro Studies (CEER) of Portugal and Spain, will develop the first binational course between November and December 2019.
This course is aimed at officials of the Local Governments of both countries. 40 hours of class will be taught, which will be taught both in Tulcán (Ecuador) and in Ipiales (Colombia). Participants will obtain a Binational Certification that is endorsed by the organizing universities.
This work is part of the actions agreed upon at the closing of INNOVACT I in Lago Agrio, 2018 and at the meeting in Carchi April 2019 where INNOVACT II participated . Based on these events, a task group was formed between the University of Carchi, Marianas University and the INNOVACT project, supported by the Binational Observatory of Frontera Ecuador -Colombia, the Ministry of Foreign Affairs of Colombia, Prefecture of Carchi, Department of Nariño and the Commonwealth of Northern Ecuador. This group meets periodically.
